First, check to be sure that you have the monitor attached to the arm, and that the arm is attached to the table or desk.
Second, make sure you hold the arm parallel to the desk before trying to turn the screw as shown in your product setup instructions. If the monitor keeps floating up when you try to position it, the arm is too strong-- turn the screw clockwise. If the monitor sinks down, the arm is too weak -- turn the screw counter-clockwise. You may have to turn the screw a number of times before you notice a difference in the arm strength.
If you get to the point where you can no longer turn the screw, do not force it, as this may damage the mechanism inside. If the monitor still does not balance at this point, check your monitor weight to be sure it is within the weight range of the arm.
