First, ensure that you have attached the monitor to the arm, and that the arm is mounted. You cannot adjust an arm until the monitor is attached.
Second, with one hand, press the arm down until is approximately parallel with the table surface. With your other hand, use the allen wrench specified in your product instructions to turn the strength adjustment screw.
Turn the screw counter-clockwise to make the arm stronger and clockwise to make the arm weaker. Since the arm is currently too strong for your monitor, turn clockwise to weaken it. You may have to turn the screw a number of times-- periodically release the arm to test.
When properly adjusted, the arm will allow your monitor to 'float' wherever you place it.
